I'm not sure exactly what we're debating at this point, but leaving aside the broader issues of the PR business in general, I fail to see why the PR people for the DoJ would know a damn thing.
It's not their JOB to know anything.
It's their job to take the message given to them by their bosses and deliver it to the public, while wordsmithing/spinning that message if necessary.
Sample dialog from last Fall:
PR: Hey boss, what can we tell the people bugging us about Full Tilt?
Boss: Tell them to go F themselves, we'll do something about Full Tilt whenever we get around to it.
PR: Surely you jest.
Boss: Don't call me Shirley. But you're right. We can't tell them the truth.
PR: Of course not.
Boss: Tell them we'll announce the processor in... I don't know... January. That's next year and stuff.
PR: We shouldn't implicitly guarantee anything... can I say we'll "expect" to name a processor by then?
Boss: Sure, that's fine.
PR: BTW, what's a processor?
Boss: Do you really care?
PR: No. Toodles. (finger-waves goodbye)
Boss: If they start bugging you again in February, tell them an announcement will be coming "soon" or "in two weeks" or "imminently" or whatever. And don't call me Toodles.
