I am 100% sure Wynn security is also instructed not to engage an armed robber inside the casino. “Dead gunman in Bellagio poker room” is a much more expensive situation than “gunman takes off with $50k from Bellagio poker cage and was never seen again”. Best case scenario for the casino is no customer noticing the robbery and the guy getting killed by driving his getaway car in a ditch 5 miles away. That’s especially true in a destination that attracts tourists from all over the world, most of them from countries with significantly stricter gun laws who have never even heard a real gunshot in their life.
But even if you rob a Walmart at gunpoint, the armed security guard is going to let you exit the store and might try to engage you in the parking lot after making sure no customers are around. A $50mil lawsuit because a stray bullet from your security guard paralyzed a 7 year old child is an absolute nightmare, losing a couple grand that might even be insured is not.
