I recently spoke with a neighbor (in Vegas) and he told me that he's an "advantage lottery player" and was asking me about backing him. He drives a new BMW, btw.

I think this was actually a thing with scratchers some place.

I remember seeing some kind of documentary on it. As with most advantage plays I think you have to have some inside info. In this case I think those people knew something about the ticket distribution.
