Yea ICM does ridiculous things to PLO tourneys in these spots. 2nd-4th can basically not play a hand until Aku busts or doubles here. Super common spot in small field PLO tourneys.. The game becomes pretty strange and big stack is living the absolute dream (and his stack just keeps compounding). It's like a satty bubble
