Depends on the athlete. As you said, it's faster than most people in the NFL, NBA, NHL, MLB, and so forth. I agree that most running backs can't do it, although most receivers probably can. A 10.9 sprinter in the 100m is largely in the range of a NFLer running a 4.5 40†.
In the world of track & field, it's an average Division I collegiate sprinter. I posted a bunch of data above about where that time rates in the world of NCAA sprinters. But if it further helps illustrate where this rates, UC Davis had three sprinters run the 100-meter dash at six different meets for us this year. This is from a Division I mid-major school that finished smack dab in the middle of the Big West Conference, but had this year's league champ. These were our times:

However, for his age group, 10.9 would put him among the top few dozen performers in the world... as is also noted above.
All in all, I like James Obst's chances of making Wimbledon than Koon's chances of performing this feat, and I don't like Obst's chances at all.
