Why don't you create some sort of group appealing to recognized players to come together to combat this type of deceit. It seems to come up time and time again with no repercussion for the offender. Lobby the major poker rooms live and online to ban people who have been blacklisted via some kind of mutually agreed voting process, but enable them to return once the debt is repaid.
