Not sure about that.
If a Commission was struck to examine the Iraq war and its findings, based on testimony and evidence, was that there was a purposeful manipulation of the data before presenting to Congress, I think he would lose his cover and could be charged, if it was also shown he directed that.
Of course those are two big IFs in there but my point is that Congress voting in favor is not a bullet proof protection IMO.
