Sign on the door at my favorite Mexican restaurant says they will give a 3 percent discount for cash. Now My Taco Bell won't accept cash at the drive thru and sometimes won't take your order even though open for the delivery services (at 9:00 pm).

The 3% discount for cash is because it was made illegal to charge a percentage for using certain cards.

So in the typical government fashion of ruining things for everyone just because of a few whiners, they just made all vendors raise prices to cover CC fees. Some businesses then chose to offer discounts for cash buyers instead of simply passing along credit card fees.
