I'm from Finland (population 5.5m), looking at our statistics a few years back our entire police force fired a total of six shots on duty during the whole calendar year. Five of those were warning shots.

There are a little over 1M cases every year where the cops are needed urgently (sirens on etc), and on average ten of those lead to using a weapon. Yet even just the sight of seeing a policeman here makes me feel incredibly safe in any situation.

I don't even want to know what those numbers look like in America, but I'm pretty sure there's room to push the shooting down quite a bit.
