I'm not so sure on that. Historians rank presidents and the only survey so far that included him had him at third worst all time. Since the poll was taken he shook down an ally for a political favor leading to the first ever bipartisan vote to convict a sitting president in US history AND he's completely botched the response to the coronavirus. I think your initial order of magnitude assessment was correct. Like he was already coming in at dead last in intelligence according to the same survey and since then he suggested studying injecting disinfectants because someone told him that bleach kills viruses on surfaces. I think it might be safe to chalk him in at 60th already even though none of us will live to see the 60th US president.

Trump seems like a combination of Andrew Jackson's desire to do evil with Andrew Johnson's quality of being a bumbling incompetent racist idiot (that both Johnson and Trump were impeached certainly doesn't hurt the comparison), so, probably lucky for us that Trump isn't more effective at the first part
