I understand that people who work in cities often commute. It's not clear to me why this would justify disenfranchising the people who do live in DC.

What does any of this have to do with DC voting rights? The fact that some DC residents could move is seems like a complete non-sequitur. Your right to a representative government shouldn't depend on whether you commute to work or live in the city.

If the cops violated your 5th amendment rights and I said "well, you could always leave town," you would find that an unsatisfying solution.
