He doesn't come off too badly really.
So the woman was terrified of corona or what was too dangerous about the area that he suggested she go I wonder? Also--we still need his checklist but he does sound pretty reasonable. Carrrying around dog treats to harrass dog owners might be a little much still.

I actually once did get straight attacked by a dog bird watching. Dogs in South America are different and you have to be a lot more careful around them. But I was out walking and came across a group of Colombians and saw that the dog was crouched down and looking at me weird, and I took my eyes off him for one second to look at the people, and in that second the dog was at my leg. But he didn't even pierce my pants and the people were quick to call him off so it wasn't a huge deal. But I learned a lesson-- if you see a dog crouched down and looking like he is about to attack, keep your eyes on it.

More harsh or less harsh than the death penalty for passing a 20 you may or may not have known was fake and then eating a bag of doritos outside the store?
