Most government programs require people to file taxes, like you also only get the Canada Child Benefit if you file taxes. I don't know why on earth you, as a conservative, are deciding to nitpick this specific government program using the completely standard mechanism. If you owe taxes to the government, it is appropriate you only get the rebate if you actually file and pay your taxes, this seems like a basic thing conservatives would care about. I care more about people who are net owed money by the government, and absolutely would support progressive programs that makes it easier for poor people who are owed money to get it in an easier way, but conservative orthodoxy is typically against such things.
But there is very little of this that is specific to the carbon tax. It isn't like you would support the carbon tax if it automatically distributed to everyone regardless of whether they owed taxes or not, and something tells me that if it was paying out rebates to people who owed the government taxes you would be shrieking even more.
