I don't know about "would" but definitely "should". Vaccine nationalism, which the US has the most extreme case of but which Canada is hardly immune* to), is honestly a pretty disgusting inditement about the power dynamics of the so called first world. I would have tried to push much harder in things like suspending patent laws, government taking over manufacturing to be able to support pfizer having 10x the manufacturing capacities even if it isn't cost-productive, etc etc. Instead it was largely left to the companies to maximize profits, with border restrictions allowing all the vaccine to stay in the US.
As for refugees, I've been a critic under Obama, absolutely under Trump, and in the initial stages of Biden too. The one person I will give actual credit here to is Trudeau. I thought it was extremely brave, and appropriate, that his first major act coming into office in 2015 was the resettlement of 25000 refugees from the syrian crisis. That was exactly the kind of global leadership I want Canada to do, and even years later it while not being without challenges, was generally a big success.
