In general yes but not 100% production outside the country even in a globalize cheaper world .
The covid just showed exactly why a country needs A minimum of the mean of production be local to be able to respond to a minimum for a major crisis ....
Might cost a little more to have enough production at home to be automne but it got its benefits as well on multiple level .
Ps: shouldn’t be normal the US have less poor than salvador for example ?
