Cops are not as well trained as the military personnel they've sourced their weaponry from, so you probably don't want to call for outright confrontation. Plus, if statistics are any indication, those citizens prone to violence are already too busy murdering each other.
This cop would most likely skate on intentional homicide charges, but needs to do serious time for whatever lesser charge they can throw at him. It undermines the public confidence in the 99% of cops who never would've done this.
I've seen knees to the back, but anyone with an ounce of sense should know that a neck isn't designed to carry 200+ lbs of weight. How about some of the other cops go help dude up and put him in the back of the cruiser instead of standing around for almost 10 minutes.
Good for the city officials for calling in the FBI to handle the follow-up. That has to greatly improve the odds of actual consequences instead of quiet retirement with full benefits.
