There is no incentive for the employer to pay market wages to prisoners and incur extra risk.

So the wages are discounted. Seems fair.

I would tie hours worked with reduced prison time for non violent crimes.
these guys are like the highest paid

The fire-camp program began in 1946, and California continues to rely on more than 1,000 inmates, who are paid $2 to $5 a day in camp and an additional $1 to $2 an hour when they're on a fire line
I would say that the term "discounted" is not entirely descriptive.

1946? Damn, we didn’t even wait more than a year after beating the Nazis to start setting up our own prison labor camps.

There are all these ACTIVITIES the inmates enjoy but the extremes of this debate have one position. Deny them doing any of it if not paid and that is for their own good.
this simply doesn't even make sense.

There's plenty of non prison labor where the risk is lower.

Prisoners get to earn money while in prison and work experience, and transition into society. Employers get a cheaper labor.

Nothing wrong here as long as the discount rate isn't too much.
then dont hire them.

none of this happens other than the SLAVE LABOR.. the money is all exploited back from the prisoner in terms over ridiculously overpriced services. and as for "work experience" and "transitioning" it simply doesnt happen.

look at the prison firefighters.. there is no transitioning into society. the outside firefighting departments won't hire them. there is no path for them to become firefighters once they are done risking their lives for slave wages.
