GAO report:

“US federal agencies are planning to expand use of facial recognition systems, according to a report by the Government Accountability Office (GAO) despite continuous backlash over the technology’s application for more than a year . . . Eighteen of the 24 surveyed agencies, including the US Departments of Justice, Defense, Education, Housing and Urban Development, reported using facial recognition technology (FRT) for one or more purposes.”
US GOVERNMENT PLANS TO EXPAND USE OF ‘CONTROVERSIAL’ FACIAL RECOGNITION TECHNOLOGY, REPORT SHOWS

What really makes this latest shift from small government so striking is
the GOP’s newfound desire to regulate the behavior of private businesses.

If it is in fact bad there is going to be a lot of butthurt when Biden's response makes Bush's handling of Katrina look like an A+.

Invasive cannibalistic toads are evolving so fast they’re pushing the limits of evolution

For cane toads in Australia, the biggest enemy is often… other cane toads. Cannibalistic tadpoles often munch on hatchlings like it’s an eating contest, and they do it so much they’re pushing the hatchlings into developing quicker — but this comes at a cost.

The first cane toads (about 100 or so) were brought to Australia in 1935, in an attempt to control the cane beetles that had been running rampant through the plantations. Not only did the toads not eliminate the beetles, but they became a problematic invasive species themselves, multiplying way beyond control.

It’s a sad story that Australia went through multiple times, with different animals. Because they are poisonous, the cane toads (Rhinella marina) have no natural predators, and went on to grow and spread throughout large swaths of the country.

But although adult toads can be quite menacing (measuring 25 cm, or 10 inches long), it’s their tadpoles that are carnivorous (at least most of the time).

It’s not that uncommon for tadpoles to become cannibalistic, many frog and toad species do it. Normally, they only get snippy and try to eat their relatives in the pond when resources are scarce. But in the case of the Australian cane toads, this seems to be happening a lot.

A single clutch can have thousands or even tens of thousands of eggs. The tadpoles that hatch earlier can then gobble up the unhatched eggs — and they do it like there’s no tomorrow. Researchers have documented cases where over 99% of the hatchlings in a clutch were consumed by just a few tadpoles...

Hatchlings in Australia are developing at a much faster pace than the others. This comes at a cost — when they reach the tadpole and mature stages of their life, they will not be as well-developed as their non-Australian peers, but it beats being devoured by a tadpole.

Even more impressively, the hatchlings seem to speed up the pace of their development when they sense a chemical released by other tadpoles. Since it’s not worth developing quicker when there’s no risk of cannibalism, the hatchlings only do it when they sense a risk.

Although cannibalism is generally a dangerous strategy, in the case of the cane toads, it could actually be helpful. Tadpoles that consume their relatives aren’t just getting a lot of nutrients — they’re eliminating competition for the pond resources, which are sometimes scarce. They develop to mature toad stage faster and tend to be larger.

But the good news is that at the very least, this works as a form of population control, limiting the spread of the invasive species.

It’s also a remarkable demonstration of how fast evolution can trigger changes. The toads roaming Australia now are notably different from those who first stepped foot on the continent. Australian cane toads are a frightening bunch: not only are they cannibalistic invaders, but they’re also evolving at a very rapid pace.

They have a good history with bringing in one predator to take care of another.

Trump also has repeated this axiom which has saved him, more than once in history...

"... If you owe the bank $1 million and can’t pay, you’re in trouble, but if you owe the bank $1 billion and can’t pay, the bank’s in trouble. ..."

If you hold a lot of valuable assets, even if under water, it may be better for the banks to work with you and give you time for the assets to gain value, then to tip you into bankruptcy and write off the loss in what becomes a fire sale, garnering bottom dollar and not top.

If Trump starts getting rid of some of his most valuable assets, other loans in his portfolio may be seen as less secure and called and the amount to write off considered more reasonable.

Chimpanzee troop beats and kills infant gorillas in unprecedented clash (Video)
By Patrick Pester July 22, 2021

The gorillas fought back but they were overwhelmed.

Scientists have witnessed chimpanzees killing gorillas for the first time in two shocking attacks caught on video at a national park in Gabon on the west coast of Central Africa...

...a massive group of 27 chimpanzees ... attack a party of five western lowland gorillas ...— three adult females and one infant, led by a male silverback. ...

"The silverback was really throwing some of the chimps in the air, so he was really trying to protect himself and his group,... Despite injuring three chimpanzees, the silverback was overwhelmed and the chimps ultimately captured the group's infant and beat it to death. ...

The same group of chimpanzees attacked gorillas again in December of that year and killed another infant gorilla. "It tells us something about the violent potential of chimps, about their behavioral diversity, but also of their cooperative abilities,"...

Chimpanzees and gorillas normally coexist peacefully where their ranges overlap in the rainforests of Central Africa. The two ape species typically avoid one another, and even feed on the same fruit trees, without conflict, according to Pika. Chimps, however, aggressively defend their territories against other chimpanzees and are known to kill members of rival chimp groups. ...

Pika can only speculate on why these unprecedented attacks occurred. Chimps do sometimes hunt animals such as monkeys, and they may have taken the opportunity to kill the small gorillas for food. However, the chimps did not exhibit normal hunting behavior, according to Pika. For example, they only ate one of the infant gorillas and it was almost entirely consumed by one chimp rather than shared.

The attacks may be driven by food competition. Fruit is scarce for chimps and gorillas in February and December, when the attacks occurred, so there is increased competition for it. Climate change is also reducing the amount of fruit available in the Gabon rainforest, something that could be creating even more competition, and therefore driving these aggressive interactions. ...

I don't even really consider the above a fine.

It is more of what would typically be called an earn out structure where it is a rake against the future profits of the company which gets to make those profits and use them to pay over the next decade.

A truly punitive and more just measure would just have been to find the corporation to be corrupt and seized its assets (products, patents, etc) on behalf of the victims and put them in a custodian situation (license it all to another company in a revenue share) and ALSO issue the massive fine against them to disgorge prior profits.

Thus any future recovery from the Products and Patents, etc is an additional recovery and not the primary recovery.

In what I understand to be a first in this country the individual Sacklers, who did not declare bankruptcy, were given broad immunity in proceedings for their company’s bankruptcy. I think their argument was ‘we will spend all $10 billion on lawyers fighting you, if you want any money this is the best we’ll offer’

I think a convincing argument can be made that telling the sacklers **** you, **** your money we’ll see you in criminal court serves the public interest far greater than a payoff to cities so they can buy clean needles and narcan. This settlement is what getting away with it looks like.

Cuppee did you see Crime of the Century on HBO about the opioid crisis? Cannot recommend that doc enough it’s so good

I don't think that is a first at all but perhaps I am wrong with regards to the specifics.

All the time it seems State lawsuits that have both financial and jail implications against large corporations and/or billionaires are settled for a massive 'press release worthy' fine where the State then agrees to drop any other actions.

The Prosecutors are given the carrot of a big press release and perceived financial win versus something that mag drag and drag and not be resolved during their term and thus they ultimately might not get credit for.

I think the Cy Vance pursuit of Trump and his criminal org is the perfect example. Historically that would be settled with a big fine with everything else dropped.
