There's no ramifications to it being the US other than the effect on natural gas markets. If Zelensky is thought responsible, it could affect European support for Ukraine. That would cost the US money though...probably...as the US is really looking for Europe to pick up their share of the support for Ukraine. I guess USA is hoping it's accepted that it was a semi-rogue operation? Probably if USA was involved though, at least the UK was informed.
