Eugenics was an early-20th-century elitist movement based on the fear that the lower orders were outbreeding their betters. (The US, originating as a plantation society, was as usual different, and Germany also became horribly different, but in most of Europe at that time 'race' meant what we would now mean by 'class'.) Eugenicism was strongly related to the birth-control movement, which turned out to be a good thing, relieving ordinary women of perpetual fear of pregnancy, even though the movement's founders (see Marie Stopes in the UK and Margaret Sanger in the US) were at least partly motivated by eugenicist ideas.
