For flavoured tobacco products, it's kids - the thinking being that they are made to be attractive to kids, and of course if you want to stop anyone from smoking, that's who it would be. Whether it's a legitimate reason, or being used cynically as an excuse (Oh please, won't someone think of the children!), I'll leave for others to debate.
I'd suggest that, as with many things, it's a bit of both.
But it seems the problem with banning menthols is that they have a fair bit of crossover into adults, and apparently even more so in the US. So while a menthol ban happened relatively easily in Canada and I assume Europe as well, it's trickier in the US. They've banned other flavours, but menthol still remains.
