I think this is reading way too much geopolitical strategy into the attack. It was probably a more or less autonomous cell that got (obviously good) information Israeli forces were vulnerable in that area, so they attacked. Simple as that. They dont care how it affects peace talks. And they dont care how many Palestinian's die in a counterattack.
Hamas was on the backfoot and weren't able to make these attacks for a long time. Then Israel ceded to international pressure and eased off, and this has allowed Hamas to reorganize and now counterattack. The international community is completely indifferent to Israeli troops (and really Israeli's period) dyings, and the more Israel allows International actors to dictate their actions, the more their soldiers are going to die. Simple as that.
Just a matter of deciding if the juice is worth the squeeze.
