Its a matter of limiting public humiliation I guess. And while I am guessing I'm fairly certain that he was told by a Democratic leader he trusts that he would be impeached 100% of the time.
No final judgement as with Nixon.

And now he gets to keep the $18 million in his campaign war chest...
He will actually leave office in two weeks so I'm guessing he will get to do some things that could affect his legacy.
