Unless there are bodies dropping dead in the streets, it doesn't seem like there is the will (both from governments and regular people) to go back into lockdown or even basic measures like mask wearing and social distancing. Like gun shootings and obesity, will COVID-19 just become another preventable type of death that we as a society choose to tolerate?

Looking at the data here, there doesn't appear to be a large increase in testing volume over the time period of the last spike in the previous graph. And the positive rate is also going up. So, it does not seem to me that the data supports your argument that this is an artifact caused by an increase in testing.
