We are going to see this a lot.
To be fair to School Boards and Teachers, who are under immense pressure in many jurisdictions to 'open up', I think you will see them say 'fine, we will open' but upon the first sign of any cases they will default to the guidelines issued (that those in power are telling them to ignore to open) and use that to close back down.
I think we all know how this would go down. Just as Trump demands States open but then blames them saying 'they did not follow the guidelines' if things go bad, so too would those Politicians pressuring Schools to open default to blaming the Boards and specific schools if things go bad there. 'Oh they had the guidelines, they just did not follow them. Don't blame us'.
So as the risk moves from 'theoretical' to 'identified' in the schools, they will close and force the Politicians to push them to re-open with a now 'identified' threat, in hand.
