If Trump signed an EO that addressed all those things, Schumer would still oppose it. By stating the EO's don't do enough, he implicitly acknowledges their legality. If the EO's are found to be illegal, which is extremely likely, it does not matter what they leave out. The real issue is what POTUS is trying to fund via EO, not what he is not funding via EO.
