With 9/11 behind us the question must be asked, is the quoted article the 'feature or the bug'?
This question is directed at the Brain Trust behind the scenes. Those key few at the table who really had GWB ear and an ability to influence his decisions. Not what average citizens may have been convinced of, after the fact.

The Military and Police/Prisons complexes are always looking for the issues that grow their membership, budgets, profits and power.
9/11 provided the perfect "War" to maneuver America in to replace the bemoaned lost Cold War profits, power and growth the Cold War had provided and was taken away from them.
A War on Terror would provide all the best features to the Military Complex that the War on Drugs did for the Policing and Prisons Complex.
While pretending these "Wars" can be won, it is well known by those pushing them that the opposite will happen. They will get more terrorists demanding ever growing budgets and responses. Just as the Policing/Prisons complex spend the most money lobbying for tougher laws on things like Marijuana, etc, that they know will lead to more "criminals" and the need for expanding budgets to fight them.

The "Bug" option in this poll speaks to a a belief that it was 'just', in its INTENT, even if the execution failed. The War against Terrorism was believed to be winnable.

The "Feature" option speaks to this being a Military complex 'work'. Planned and very deliberate and orchestrated to a specific ends of creating a forever War.
