It's just a fact of life in the world of online poker. Players have continually been figuring out new ways to cheat ever since online play began. Where there's money to be won, there's gonna be cheaters.
Management should have been aware that cheating was a certainty before they put the site online, and been prepared to deal with all forms of it swiftly. It seems that they weren't though. What's worse is that every time they finally figure out it's happening again, they continue to be way too slow to take action.
IMO this has been a major factor in BUP's inability to grow, causing severe erosion of the legitimate player base, and discouraging prospective members who otherwise might have joined. In online poker's history, it's well known that too many have been burned by dishonest players as well as dishonest management, so most people tend to steer clear of sites with known security issues.

Well, I don't don't know that I completely believe in them just yet...they've got a ways to go to prove themselves at this point. We've seen this player purging from them before, then either new cheaters or the old ones with new names are right back at it again, and are allowed to hang around long enough to cause severe morale damage to those who are playing honestly. Color me cynical, but I agree with that old saying about, "Fool me once......".
At least, I haven't seen mompisan35 or santhiago on the site in a few days, and mompisan35 wasn't on the leaderboard for Jan Promo Period 3. They appear to be gone for now, so that's a step in the right direction.
