I was confused because you said "legal" when you should have differentiated by saying "regulated". Virtually all online poker sites are legal to operate within the USA, however few are regulated within the USA.
I don't believe that any of the regulated sites offer flat rakeback deals. VIP programs sure, but no flat rakeback deals that I am aware of. I am not 100% sure about this however as I do not interact with the marketing departments of US-regulated poker sites.

Since you have yet to sign up, you can get rakeback in one of two ways, neither of which will interfere with your ability to play freerolls.
