The GalaCoral group does accept customers from Malta, according to the (rather short)
allowed countries list.
In general, whether to allow a certain country is a decision of each separate skin, and their lists differ vastly. So you need to look up the T&C or help files of every skin of interest separately.
I don't know of those who don't allow Malta, though. They're licensed in other countries, mostly Gibraltar (where Coral's main licence is).
Maybe Michael meant to say that, if you move from from a country with regulated gambling where the skin has a separate licence (namely, the UK in Coral's case, but the same applies to Bulgaria, Denmark etc. for those skins that are present there) or a country which it has pulled out of, your existing account will be closed (money in it will be returned to your payment methods, unused points and bonuses will be forfeited) and a new (.com) empty account will be opened by email request.
That's how Paddy instructed me when they closed for Russia and I inquired them about recovering the account with the old bonus upon emigration to Kazakhstan. It wasn't possible, a new blank account would have to be opened.
