It looks like the SNG Refresh won't take effect on Jan 1st as we originally planned. I don't know exactly when it will be - but we do expect to have a new tournament type or two on PokerStars in Q1 2010, so maybe around the same time as that.
VPP will go to 5.5x (for US Dollar SNGs) and 8x (for Euro SNGs) on Jan 1st which will mean that most SNGs will see an VPP boost.
I will do my best to make any further changes public before they take effect, but I doubt there will be anything that would have a major effect on people's plans for 2010.

I have raised this viewpoint with upper management on a number of occasions. Right now I am not aware of any plans to change the minimum buy-in in PokerStars ring games.
We do already have 50BB-Min games for those who particularly wish to avoid short-stackers.

Heads-Up tables will see an up to 10% increase in VPP in 2010 as the system moves from 5X to 5.5X.

btw PLEASE fix the bug with the focus of the notes sub-window (select a player , start typing notes on him during showdown, and then when the next hand is dealt, focus goes to the player name combo box instead of staying on the memo control -- so your typing goes into the combo box instead of the notes and you have to select the player all over again to continue working on the note). This bug has been there since, what, June?
Did you send a bug report to support? If not, please do so. In the meantime I will follow up on this.

Yes, you get 8X / 8.5X VPP in Euro games, which is based on the current USD/EUR exchange rate. See this page for more info:
