Partypoker seems the best option for you. EU-based, among the top-trafficking sites, HUD is only useful for the current session and you should be able to reach the 30% rakeback tier. The lowest tier is 20% which you'll receive no matter what.

Yes. For No-Limit Hold'em that is right? For Pot-Limit Omaha unfortunately fast-fold formats don't run or aren't being offered at other sites than Pokerstars.
For NLHE, Partypoker might be an option. You mention 'reasonable rake' but what stakes are you playing? Rake charged is set per stake level and among sites these structures can differ hugely. Partypoker's rake structure is fine for NLHE100 and up.
The GG Network offers fast-fold called 'Chinese Rush' since this week. Stakes run there up to $0,70-$1,40 but the rake structure isn't great.
Let me know your considerations.
