By 'rakeback' posters, including me, often mean aggregate returns from all rake-based promotions - the central VIP program (up to 35%), reload bonuses (that clear at 10% and afaik can be triggered one after another at PH) and affiliate-specific promotions like rake races. Total returns may exceed 70% of generated rake at times.
There is no way he was talking about the VIP system. He mentioned his 35% rakeback to BCP in the same sentence as his 70% rakeback to PH offer. I immediately responded to his post two days ago, telling him that Merge didn't allow rakeback. He never replied to me correcting my definition of rakeback. And I think that your math is a bit of a stretch.

When you go to the player admin, it still shows P2P transfers. Merge got rid of this. This has to be a case of "we didn't update the website", right? I can't see this rinky dinky skin having P2P and Carbon not having it.

Basically their owners decided against certain extra states for whatever reason. I'm sure there's a legal basis behind it but to find exactly what that is would be.... difficult, and not really accomplish much. Sorry you're excluded sir
From what I can tell, yes. Again however, note that new US players are only able to use WU/MG as checks are only made available to long-term, active players.
