Opening accounts from other country?

I always wonder how people on GG can have an account not opened in their original country. For example, Portuguese cannot play in Portugal but they have an account in Brazil or Italian have a Slovenian account. Do those player lived there for a period of time and have the identity verification to open the account? Or there is a marketplace for this kind of operation for opening up accounts?
