How is "FS" (Flops Seen) measured in the Global Poker lobby

This is a silly simple question, but I can't figure it out myself.
In the Global Poker lobby, each table has 3 stats: H/Hr, AVGP, and FS.
FS stands for "Flops Seen", but I can't figure out how it is measured. It doesn't seem to be Flops Seen per hour, because often FS is larger than H/Hr. Could it be the percent of dealt hands that see a flop? I've never seen an FS number bigger than 100, so maybe that's what it is.
