I assume that you've simply never previously tried to withdraw before meeting this requirement. It's very standard, and I believe it is for one or both of two reasons - AML (anti-money laundering) regulation requirements, and because deposits often cost sites a significant amount of money, so they aren't big on people cashing out before recovering their costs.

I wouldn't assume he's talking about bonus requirements, and cashing out a few days after depositing might simply mean you met their minimum requirements already.
If it is about bonus requirements, that certainly would make the complaint pretty silly.
