What your suggesting is (for example) to punish 1000 players, even though only 10 are at fault.
To take your suggestion further...What if (for example) PP found Bot accounts operating from 25 out of the 26 countries they offer services to? Should we then ban the 25 countries and make PP a '1 country' poker site, then close the site down when it's discovered players have moved to that 1 country and there are now Bot accounts playing from there also?
I suggest that you give it some more thought and come up with a better suggestion...
While a company wants to stay diplomatic and fair no company will ever offer services in countries or even regions which will hurt its business and that's absolutely fine. Amazon, for example, does not offer its services in most countries on purpose.
Even in Germany, in the same city, companies often times don't offer some payment methods for specific streets where they expect to be scammed on a high frequency based on data.
So for PP, why don't they offer their services in Nigeria and most other third world countries? I guess because it would take a whole department to deal with fake credit card deposits and chargebacks so they simply stay away from it. So why do they offer poker in Belarus? Because it generates rake and to be honest, PP wouldn't care whether its a bot creating rake or a human The only reason they do "care" to an extent is because of regulations/rules and potential recs/regs leaving the site.
So it would make sense to simply block some countries where they expect to have such trouble with as it would be quite difficult for bot operators to create accounts in Germany or the UK as people are less inclined to sell their identities or let someone use their bank accounts for transfers.
