Does anyone know if I could play on Stars legally?
I am a resident of San Diego, California, USA and all my current bank accounts are US. BUT I could easily go across the border (10 miles away) and set up a Mexican bank account and rent a Mexican place to play out of. I've sent Stars a few emails on this topic and they basically don't give me a straight answer but they just say it is each user's responsibility to ensure they are not breaching TOS.
So, does anyone know if: A)Being a US citizen B)Being physically located in Mexico at time of playing and C)Depositing and Withdrawing using a Mexican bank account

I'm not sure of the exact procedures, as I've never done it, however I do know that you are able to play from Mexico if you can provide proof of residency, and I would think a mexican bank account to use to deposit and cashout.
yes everything should be fine if you set up mexican bank account and rent a place there, you will probably need a few bills in your name to prove residency or thats how it was around 2012-2013 ie phone bill or water bill etc
I can no longer speak for what the current rules at PokerStars are, but PokerStars certainly at least used to allow you to set up a residence in Mexico and play in ways similar to what you described. When I served as a Senior Manager at PokerStars responsible for reviewing players who claimed to relocate from USA to elsewhere (such as Mexico), players needed to prove that they were resident outside the USA and playing from outside the USA.
