Most poker rooms indeed offer progressive VIP for its players, however, with many Microgaming rooms you can get a 30% VIP upgrade, which you can enjoy on top of the first deposit bonus and the race benefits.
It is also worth noting, that there are some races where you can clinch the paying spots with relatively low rake, for example Everest Poker, where the races pay 75 spots, so it is pretty easy to rank among those. That can give you a nice cashback percentage as well.
