There are alot of reasons to change to another skin ( deposit and withdrawl limits, deposit and withdrwals fees, new nickname...). From what i read in the email that he sent to them he told them that tigergaming account was blocked by administrator.
I dont know if suport asked him why would he need a new account. This is a clear mistake from betonline. they allowed him to play at that poker site even after he told them that he had an older account.
In order for you to create another account in another skin you have to go to support and ask them to delete your older poker account because you want to create a new one. He went for all this process and after that he has to wait a 24hours period to get permission from chico to be able to create the new poker account. From what i get it he went through all this process and Chico poker network emailed him back that he was ready to create his new poker account and he did it.
So in this case this is a mistake from BOL and chico poker network, that allowed him to create his new poker account. People cant say that he dealed with "base level support" that didnt know he was not allowed to play there. He can also say " I didnt know". Here its bet online job to review his old poker account and tell him if he is allowed to create a new account or not.(Assuming he contact them with his older account email, name,etc)
Since he got approved to create a new poker account, and now they discovered that they did a mistake, they cant confiscate all his money.they should at least give him back his balance and decide again if he can play there or not.
