Our goal is specifically to generate volume. They may be repetitious to us, but they are not to the recipients, as each received just the ones to them. That's why I don't typically make a bunch of individualized tweets (though I do sometimes tailor them for political party).

If the volume of tweets is truly important then I concede that the current system is fine. However, here's an example of a modified tweet I'm sending out today that combines three tweets into one:
@IndianCommittee @SenatorAkaka @alfranken: Fed licensing of online #poker will be good for tribes per 2/9 hearing. Please back! #HR2366
Basically, when there are a bunch of twitter accounts we're trying to @, we could combine them by mentioning multiple accounts in a single tweet. It could take less time to do this way and won't fill timelines with a dozen copies of the same tweet.
