If I try to open a table of the 1k bracelet event I receive the followin error message
but i don't want to play, i just want to rail!

I believe the answer is no, unless you are physically in either New Jersey or Nevada.
My home state of Delaware also has an 888 client that allows sharing of the player pool with NJ and NV, except for WSOP-branded events like the bracelet ones.
