Keep track of distribution for all positions the same way it is done for the big blind. Continue to randomize positions while running a limit counter. Once the limit has been reached for Player X in position Y, that player is forced to play that position. Use some sort of tie breaking system if both players reach a limit for the same position at the same time.
Non-blind Counter Limit = # Seats * 1.5 (arbitrary)
SB Counter Limit = # Seats - 1 (overrides Non-BB Counter)
BB Counter Limit = # Seats - 1 (overrides Non-BB Counter)
BB: BB = 0, every other position = 1
MP1: BB = 1, MP1 = 0, every other position = 2
CO: BB = 2, MP1 = 1, CO = 0, every other position = 3
BTN: BB = 3, MP1 = 2, CO = 1, BTN = 0, every other position = 4
...
9 handed, BB = 8, MP1 = 14. Next hand this player is forced into the big blind, the following hand forced into MP1.
It just wouldn't work -- think of what happens when it gets to 3/4 players and blinds are high. It would have to go to standard play or have the potential for HUGE implications. Try explaining your formula to someone that was just placed in EP three times in a row with 5 remaining.
So may as well start standard play somewhere and the final table is the natural place.
