Requirements:
Play Money
No rake on play money (I know stars rakes play money)

Where can I do this?

because we are actually tallying it ourselves and paying after and rake screws it up

If its for you and your friends, look into something like Zynga. I think they still hold the top spot for play money poker and their app is great. Otherwise, I think all real money poker sites are required to have a "play money" option for liability purposes, they just don't generate traffic (as far as I know)
