Scamming is getting so ridiculous, I think something like that needs to be done.
Unfortunately, i think this would create an atmosphere of over-trust. People will think that just because 2+2 has "allowed" a person in, that means you can trust them. Then when someone gets ripped off, they scream at 2+2. What can 2+2 do? Nothing. They can't enforce any honest trading. All they can do is ban people.
Let's say someone rips you off for $100, or even $1000. Say you know their address and phone number. What are you going to do? There's little you can do. You want to file a lawsuit? You have to go to their locale. You can't win that lawsuit because it's your word against theirs. It's a no-win situation.
