Its fairly simple, just sit at your preferred limit at tables that are NOT highlighted blue in lobby. Empty tables are listed by default at the bottom of the lobby list if you wish to start new ones. A new empty table of your created table type appears once you sit at an empty table of that type.
Unfortunately most of the tables are predominantly blue, which are of course bbj/beast tables. This is where it gets fuzzy. As support will tell you they do not create any unbalance among the tables, they let the 'customer decide' so to speak. By default each table type starts with just 1 open table in lobby. As stated before once a player sits at this open table type a new table type of the same kind will be created (Tantalite (JP) - 2 , for example)
As of right now on the network the default is to list JP games that have players, followed by non JP games with players, followed by empty JP tables, followed by empty non JP tables. I think this most likely leads weaker players to join the JP tables much more often than the non JP. First of all weaker players rarely start tables. Secondly out of convenience someone who is weaker will likely have little to no table selection and will often choose the first table that appears for their desired limit. Third, simply because its highlighted and glitzy attracts uneducated players who may know there is a chance to hit a big jackpot payout, but don't understand how much is actually raked in addition to regular tables.
So why don't more regulars start non JP tables and try to balance out the top heavy BBJ/Beast tables? There are a few reasons I can think of with a little less importance. First lower ability / confidence in short handed and heads up scenarios for example. Second simply being put off by waiting too long for action and getting up to 4 tables at most at desired limit. But I think the most important reason why is the vast majority of regular winners on WPN have become multitable Beast / Rakeback grinders. These players are putting in the most volume, starting the most tables, and playing the most hands they can on JP tables to accumulate points. They may join a non JP table from time to time for more volume against fishy players, but they rarely start them. The winning players who are not grinding the JP tables are few and far between.
Simply put there are more regulars grinding beast, starting more tables, and putting in more hands than non beast grinders. This causes a big imbalance in the number of beast/bbj games compared to non beast/bbj games. Which perpetuates itself by getting most of the volume on the site on the beast/bbj tables. There is very little volume to 'grind' non JP tables, and if your gonna grind JP tables for volume, might as well maximize your profit by focussing on rake race points.
