My account is on a .uk licence & I got that popup
I clicked through to the EULA [which is in English for me] & I read it. The EULA is normal with some new information regarding the Stars ID which has become the same for PokerStars, FullTilt & BetStars
I then went back to the popup & click "I agree"
You will have to click "I agree" if you want to continue to use PokerStars/ FullTilt/ BetStars
I advise you to open the EULA & read it - it isn't difficult English - I have seen much worse
But if it is too difficult for you then copy/paste the wording into Google Translate if necessary:
