No. As stated above.
Grasp the concept that the USA government is not the leader to get online poker and gambling regulated. The USA government gave the states, i.e. Nevada, Delaware and New Jersey, etc. (at this writing) the opportunity to regulate its own borders.
Therefore, you can play online poker and/or gamble within the borders of the state that has legislated the legality of online gambling and regulates it. Not ALL games are available in ALL states. Nevada has ONLY online Poker.
It is NOT all inclusive for those that reside in the State.
A visitor, any visitor when inside the borders of the state can utilize the services of the online gambling sites within the state after qualifying for acceptance as a player - Age, Identification, SS Number, etc. This is regulated by the State and GPS Identification is also required. The site will identify where you are physically trying to play.
Players physically outside of the state CAN NOT participate. This means all persons in the ROW. In the case of New Jersey, everyone outside of its borders are ROW when it comes to online gambling.
This is today. In the future there is opportunity for other states to form pacts that will allow all people covered within the legislation to have access to the sites. Other states will have to approve online gambling on a state by state basis.
In the future, the Federal Government may legislate. It has had many bills already stalled and rejected over the past years. (See all the threads relating to this)
