The only thing I can think of is that its in preparation for ROW play and the lack of exposure an AC casino has with the rest of the world, but that explains Borgata, it doesn't explain WSOP/888.
I was thinking there are two reasons:
1. Having more brands on the market gives you a better chance of having more market share even though the product is basically the same. Better to have 2 out of 8 online sites than 1 out of 7. Same reason there was a Trans Am and a Camaro even though they're basically the same car (as well as having multiple divisions in general like Chevrolet, Buick, etc.). Each can tailor their marketing efforts to better capture different niches within the same larger market.
2. Both partners want their own online presence in the market. For example, Borgata wanted to use established software like Party with their own name on it, but Party agreed only if they could have their own unique offering so they could re-establish their name/brand in the US.
