Not a US license, their license is from Alderney. Which is, of course, a valid license in all countries that recognize the license (i.e. EU). And they have requirements on license holders, just as a (fictional, potential) US license would carry. FullTilt have not (it seems) fulfilled these requirements and the license has been suspended pending further investigation. In the mean time - no play, no cash out, no nothing.
Three things that could be weighing factors:
* They are charged with bank fraud in the US. Not sure about the Alderney license, but could potentially be a liability for them as bank fraud is a crime recognized in (I guess) all countries and something you can get extradited for (this would also apply for Pokerstars and their Isle of Man license but is a different regulator which might view it differently and have different rules)
* They haven't paid their US players after BF
* They don't seem to have kept their players' funds segregated from the operating accounts
